Senior Director of Programs

The Senior Director of Programs (SDP) is responsible for developing and implementing the Water4 program strategy and goals, in support of the organization’s mission, including leading the program team to identify new approaches that would allow Water4 to expand its reach and increase its impact.  They will support the strategic alignment of Water4 programs with the greater Water4 strategy through defining and planning the program department strategy. They will plan, direct and manage program development, administration and delivery, partnerships and collaborations, volunteer training, results tracking and reporting activities at the highest level of management in collaboration with the programs department.

 They will manage special short- and long-term projects related to the strategic priorities of Water4 programs.

The SDP will work with the Senior Director of Strategic Partnerships, Senior Director of Operations, and finance team to ensure that grant activities are properly monitored and reports to donors are submitted on time and in the required format.  They will provide direct support to the Director of Programs in monitoring and evaluation processes, knowledge-based development and sharing through research and publications. The SDP will serve as the point of contact and relationship manager for programmatic aspects of strategic partnerships and will support the Director of Programs on pilot program decisions and management. They will also contribute to Water4 operations through structural improvements for cross-cutting information sharing, fundraising and strategic partnerships and general and administration needs.

The SDP will develop and maintain a best-practices understanding of the water services sector and will develop and maintain a detailed understanding of the mission, values, business strategy, business model and current field operations of Water4.  They will serve as one of the key spokespersons for Water4 with other organizations engaged in the water sector and at industry events and will find new and meaningful ways to communicate impact to various stakeholders.

This position is part of Water4’s senior leadership team. Together with the CEO and other members of the senior leadership team, the SDP will provide strategic leadership and direction for the organization.  They will help set both short- and long-term strategic plans for the organization; communicate those plans; and, monitor the progress against those plans. Joint senior leadership team responsibilities include:

  • Supporting the engagement of relevant staff and contributing towards the development and documentation of annual and long-range plans for Water4

  • Developing major goals to support the organizational objectives and approving policies developed within relevant departments

  • Influencing the direction, strategy and program growth of the organization, ensuring Water4’s focus on discipleship and church mobilization stay central to both its message and practice

  • Organizing and prioritizing critical issues and required information for the CEO to facilitate efficient decision making

  • Helping to fulfill Water4’s ambitious goals as a rapidly growing organization

Time Allocation of Responsibilities 



Program strategy development/alignment, monitoring and evaluation  - 25%

Program team management, development and support - 25%

Oversight of pilot projects, program-related partnerships, consultancy inputs, and other program-related initiatives - 20%

Networking and representing Water4 at various events and opportunities - 20%

Support to proposal development, grants management and program reporting - 10% 

Qualifications and Education Requirements

  • Master’s Degree in Civil Engineering, Water Resource Management, or International Development with an emphasis on water supply 

  • 10 years of experience in program management in the water sector, with continually increasing responsibilities 

  • Considerable understanding and experience in PM&E theory and practice, data management, and KPI development

  • Experience in water, sanitation, and hygiene (WASH) behavior change facilitation at the community level and managing large programs where WASH is a component

  • Experience with private sector approaches to water service supply in developing contexts

  • Experience managing large, complex programs and multi-disciplinary teams, including group facilitation training and practice skills towards consensus building and team decision-making

  • Previous background in reporting outcomes and outputs to different stakeholders and large institutional donors

  • Proficiency in French (preferred)

Required Skills

  • Ability to explain the work of Water4 in a clear and compelling manner in one-on-one meetings with donors and in group settings

  • Extra strong listening skills to be exercised internally and externally – coupled with the ability to ask good questions

  • Capacity to develop strong, trusting relationships with the CEO and Water4 senior leadership staff, based upon professional competence and on embodying the values of Water4

  • Strong organizational skills and a disciplined approach to getting things done on a timely basis
